Uploads v1 Timeouts

Incident Resolved: CTIM-898
Timeouts appear to correspond to load testing from Vista tenants that were short durations and didn’t last long enough for any scaling of the Uploads service. It has been stable since those tests were completed. At this point, the incident is contained.

Increase in timeouts for Uploads v1 for the past 30min. Currently the service looks stable and support teams are already aware. Not engaging oncall at the moment but will continue to monitor the service.
