Orders entering Shipment Planner step are moving into Suspended state for QDA - Pixart

Incident Resolved: CTIM-858
Ecommerce has confirmed that there are no more orders stuck in the Suspended state and all orders are now processing smoothly. Incident is moved to contained status.

UPDATE:

Currently, 90 orders are stuck, and another 226 are in the In Progress state. The Feds team informed us that the expectations service has been updated to stop using the fallback of the fulfiller management service and to rely solely on the new system. However, it seems that for QDA Pixart, the fulfiller management dependency is still being used.

Orders that are entering the Shipment Planner workflow step are moving into a suspended state after system retries are exhausted. Currently, there are about 30 suspended orders. The product operation and dispatch squad are working on the issue.
